Our Story
Bay Builders was founded by Ross Bulat, a former military officer and CEO who brought the discipline, reliability, and precision of his leadership background into residential construction.
Ross began his career in the Armed Forces, managing large-scale transformation projects — converting military bases into civilian infrastructure, developing ports, warehouses, and logistics hubs.
He later earned his Master’s in Management from the Naval Postgraduate School in Monterey, California, and led complex international construction programs for over 15 years before transitioning into the private sector.
Through this journey, Ross discovered what truly drives him — Project Management as an art form.
He saw that construction, at its core, is a living, breathing system of coordination, accountability, and creativity. Founding Bay Builders was a natural step — a way to unite his corporate expertise and entrepreneurial mindset to help families bring their dreams to life.
